The bipartisan 2018 Federal Farm Bill legalized Cannabis products that contain 0.3% or less of THC. THC is the psychoactive component of this most versatile weed that early American settlers were required by law to grow on their farms (CBD is the medicinal or healing component of Cannabis). This is the first federal change to this Schedule 1 plant since disgraced President "Tricky Dick" Nixon invented the idea of making certain medicinal plants and mind-expanding drugs illegal in order to criminalize the behavior of the people within the Anti-Vietnam War and the Civil Rights movements in the early 1970s, not long before he was about to be impeached for high crimes and more high crimes and was forced to resign. Most of Nixon's staff who pioneered the new plant prohibitions were subsequently put in jail for their roles in the infamous Watergate break-in and massive White House cover-up, including his chief law-enforcement guy, the Attorney General of the USA. These new Federal laws were mostly used to incarcerate our fellow Americans of color by the millions (as well as all the hippies); a not-so-subtle throwback to the days of US slavery via plant prohibitions, now pioneered by the same country that once claimed to have freed its slaves. Even in liberal California, once upon a prohibition, simple marijuana possession could be charged as either a misdemeanor or a felony, so the people of color typically got felony raps, while the white kids from the suburbs with the college funds all got a slap on the wrist and fewer life consequences.
The new US Farm Bill legalized hemp rope, hemp clothing, hemp seeds for food and for growing, and even hemp plants that have less than 0.3% THC content. USA tobacco farmers can now grow hemp for industrial use like their Canadian rivals. The Bill also legalized CBD oil, the medicinal component of Cannabis, which can now be sold legally in the USA. The Federal government has recognized that CBD oil has a positive medicinal effect on convulsions (making it technically ineligible for Schedule 1 inclusion according to long-standing federal guidelines), and they even contract with the University of Mississippi to grow Cannabis for several federally-recognized medical patients.
Mexico legalized possession of small amounts of Cannabis years ago. Canada has recently legalized all forms of Cannabis for all reasons--including fun--just as many USA states have done. A full 2/3 of all Americans now live in areas where Cannabis is state legal in some way. We feel bad for the other 1/3 still living in the ancient Nixonian Dark Ages of Plant Oppression and Free Expression Repression.
Many of the current Democratic contenders for the presidency have promised to remove Cannabis entirely from the federal schedule... stay tuned for more positive changes in plant policy sanity.
Legal Note: While THC and Cannabis sativa are both prohibited as Schedule 1 drugs, the species Cannabis indica is not listed on the federal Schedule at all. Therefore, any indica products that contain 0.3% or less of THC are federally legal.
